France, Spain, and the UK consistently show strong prevalence rates — often 7–11%+ of adults reporting past-year use — driven by a combination of cultural acceptance, relatively tolerant enforcement in practice, and well-established supply chains that prohibition has never managed to disrupt. Israel deserves a mention as one of the most cannabis-forward countries in the world on a per-capita basis, with a highly developed medical program and a decriminalization framework that functions as de facto legalization in practice.
