CRC Meets Today in Trenton: Equity Fee, Zen Leaf Hackettstown and Unity Road Newark on the List

TRENTON — New Jersey’s Cannabis Regulatory Commission meets at 11 a.m. today, Thursday, Oct. 29, at 200 Riverview Plaza in Trenton. The agenda lists Social Equity Excise Fee decisions, according to the commission’s public meetings page. Application lists posted for the meeting include two proposed satellite stores: Zen Leaf Mount Holly at 811 High Street in Hackettstown and Unity Rd. Cannabis Shop LLC at 799 Broad Street in Newark.

The meeting is open to the public. It also streams on Zoom and YouTube, the commission says. Free parking is available in the building’s garage. Written comments on the meeting are accepted until 5 p.m. Friday, Oct. 30.

This story runs before the meeting starts. It does not report any votes. The commission’s own lists say the agenda “is subject to changes as determined by the Chair” and that “no one is guaranteed any specific outcome.” TSR re-opened every cited source overnight. The Stoner Review sells shirts and hoodies only. We do not sell or ship cannabis.

What Is on Today’s CRC Agenda

The posted agenda opens with roll call and a closed executive session, expected to last about an hour. After that come prior minutes, the chair’s report and the executive director’s report. Harris Laufer chairs the commission. Chris Riggs is acting executive director, according to the commission’s letterhead.

The business items, in the order listed, are:

  • Public notices and publications
  • Social Equity Excise Fee decisions
  • Permit and license changes, including ownership changes and site modifications
  • Conditional-to-annual conversions, annual licenses, renewals and business conversions
  • Adult-use satellite requests
  • Waivers and notices of enforcement action
  • Public comment

Speaker signup for today closed Oct. 27 at 5 p.m. Our CRC meeting guide covered the signup rules. Speakers get three minutes each and may speak once.

The Social Equity Excise Fee

The Social Equity Excise Fee, or SEEF, is a per-ounce fee charged to licensed cultivators on adult-use cannabis. It does not apply to medical cannabis. Cultivators pay it when they sell or move product to other license holders, according to the commission’s April 23, 2026, report to the governor and Legislature.

That report says the fee stood at $2.50 per ounce as of January 2026, the same as in 2025. It estimated the fee would raise $12.4 million in fiscal year 2026 and about $14.1 million in fiscal 2027. By law, 15% goes to an underage deterrence account. The commission only recommends how the rest is spent. The governor and Legislature decide.

The agenda does not say what the fee decisions are. TSR will not guess. Our SEEF Tax Watch has more on the fee and what it means for shelf prices. State tax figures are on the TSR NJ Cannabis Data Hub.

Satellite Stores, Licenses and Conversions

A satellite is a second retail location tied to an existing licensed retailer. Two requests are on the list posted for today:

  • Zen Leaf Mount Holly — 811 High Street, Hackettstown, NJ 07840
  • Unity Rd. Cannabis Shop LLC — 799 Broad Street, Newark, NJ 07102

Three annual license applications are listed: Bassen Company LLC and Savage Garden LLC, both standard manufacturers, and Kind Kush Rockaway Township LLC, a standard retailer. Two conversion applications are listed: Custom Cannabis Creations LLC, a standard cultivator, and Atlantic City Cannabis, a retailer in the microbusiness category. The lists are posted as satellite, annual and conversion PDFs.

Local approval still matters for any new store. Our report on NJ town dispensary votes covers how councils are handling that this fall. Two bills are also moving in Trenton: S4287 on unlicensed weed stores and the hemp drink deadline bill.

TSR Dispensary Report: Breakwater — Roselle Park

Today’s licensed shelf check is Breakwater in Roselle Park, Union County. TSR read the store’s public recreational daily menu at about 12:25 a.m. on Thursday, Oct. 29, 2026. Breakwater lists one tier price per category, not a price per strain. Prices are as displayed; tax is not included. Menus change often. Adults 21 and older only.

The flower tier held steady. TSR’s Oct. 15 check of the same menu showed the same $55.75 eighth, $108.75 quarter, $80 Swell half ounce and $18 joint. Two items were marked sold out tonight, both lozenges. This is one Union County shelf on one night, not a statewide average. Past checks are in our NJ dispensary price roundup.
