Parsippany council takes up cannabis rules on Oct. 20, 2026: Ordinance 2026:40, with the Pity the Fool hoodie and Pawns tee from The Stoner Review

Parsippany Council Takes Up Cannabis Rules: What Tuesday's Meeting Means for Smokers

The Parsippany-Troy Hills Township Council is scheduled to introduce an ordinance amending the township’s cannabis rules at its regular meeting on Tuesday, Oct. 20, 2026. The meeting starts at 7 p.m. at the Municipal Building, 1001 Parsippany Blvd. Ordinance 2026:40, which amends Chapter 119, Cannabis, of the municipal code, is listed for first reading on the township’s posted agenda.

Tuesday’s vote would not make the ordinance law. The agenda sets a second reading, public hearing and final vote for the council’s Nov. 24 meeting at 7 p.m. “All persons interested shall be given an opportunity to be heard,” the agenda says. This brief reports only what the township and local outlets have published. TSR re-opened each source on Oct. 20 and dropped what it could not confirm. The story ends with a same-day shelf check at High Street Dispensary in Hackettstown. The Stoner Review sells shirts and hoodies only. We do not sell or ship cannabis.

What the Agenda Says, and What It Does Not

The agenda lists Ordinance 2026:40 by title only. It does not describe the proposed changes. Parsippany Focus reported on Oct. 19 that the council will introduce three ordinances on first reading Tuesday: a redevelopment plan amendment for 1515 Route 10, a change to the OVL-6 overlay zoning district and the Chapter 119 cannabis amendment. All three are set for final passage on Nov. 24, the outlet reported. The township calendar lists the same 7 p.m. start.

This is the second time this month a cannabis amendment has appeared on a council agenda. Before the Oct. 6 agenda meeting, Parsippany Focus and Patch both reported that an ordinance amending Chapter 119 was scheduled for first reading. Patch noted that the agenda did not describe the proposed changes. TSR could not confirm from public records whether the Oct. 20 ordinance is the same measure.

The township’s cannabis licensing page offers one clue to what is under discussion. Its fee table lists a maximum of three Class 5 retail licenses. A note beside that number reads: “Township considering an increase to up to 5 Cannabis Retailers.” The page does not tie that note to Ordinance 2026:40. TSR is not reporting that the ordinance raises the cap. Readers who want the text can request it from the township clerk, or watch for the notice of introduction the clerk is directed to post on the township website.

How Parsippany Licenses Cannabis Stores

The licensing page lays out the current process. The township took applications from Aug. 4 through Aug. 31, 2025. A retail applicant pays a $10,000 nonrefundable application fee, a $25,000 initial license fee and a $25,000 annual renewal fee. A township cannabis attorney first checks each application for completeness. A review board then weighs financial stability, business viability, character and zoning. The council can pass a resolution of support only on that board’s recommendation. A resolution lets the applicant seek a state license from the Cannabis Regulatory Commission.

No adult-use store operates in the township today. TSR’s tally of the CRC dispensary finder, last pulled Oct. 19, lists 12 adult-use storefronts in Morris County. None is in Parsippany-Troy Hills. County and town counts are on our NJ Cannabis Data Hub. For how other towns are handling the same decision, see our report on where Brick, Robbinsville and Paramus stand.

A Separate Matter: The Lawsuit Over a Rejected Applicant

A lawsuit filed in another county has drawn attention to one past Parsippany applicant. Parsippany Focus reported on Oct. 15 that Fresh Dispensary Parsippany LLC is named in a complaint as one of several ventures connected to state Sen. Raj Mukherji. The complaint was filed Sept. 30 in Union County Superior Court by Justin Shoham, Mukherji’s former chief of staff, according to the outlet. It lists Mukherji’s sister-in-law, Anusha Alagarasan, as the company’s member and manager, Parsippany Focus reported.

The council endorsed Fresh Dispensary’s application in November 2025 through Resolution R2025-200, the outlet reported. On June 23, 2026, the council rescinded that support through Resolution R2026-145. It cited the applicant’s failure to submit a complete and accurate application, according to Parsippany Focus. The outlet noted that the allegations have not been proven in court. Fresh Dispensary Parsippany, Alagarasan and the company’s other members are not defendants in the suit.

Heady NJ reported on Oct. 2 that Mukherji said in a statement, “I’m stunned to be named in this.” Lee Vartan, a lawyer for Story Dispensary, called the case “a shakedown lawsuit of the worst kind” in a statement to Politico NJ, Heady NJ reported. Nothing in the Oct. 20 agenda refers to the lawsuit. TSR found no record linking the case to Ordinance 2026:40. Our earlier report on the Atlantic City cannabis bribery charge covers another case touching NJ local licensing.

Some prices moved since our Oct. 6 shelf report from the same store. Clade9 Fig Bar eighths showed $45 on sale that day, against a $60 list price; today they were $60 with no sale. The Clade9 J1 disposable went from $37.50 on sale to $50. A 28-gram bag of Green Lightning Tropicana Cherry went from $209 on sale to $220. Our review of TSR menu checks tracks prices at other NJ shops, and the NJ flower TSR reviewed this fall scores several of these brands. Method: Meeting details come from the Parsippany-Troy Hills Township Council agenda for Oct. 20, 2026, the township calendar and the township cannabis licensing page, plus reporting by Parsippany Focus (Oct. 4, 15 and 19), Patch (Oct. 5) and Heady NJ (Oct. 2). TSR re-opened each source on Oct. 20, 2026. The Wire’s Oct. 19 NJ desk carried a TAPinto headline on the meeting; TSR could not open that article and did not use it. Dispensary prices are shelf prices as displayed on one shop’s public online menu on one day, tax not included.
